The 11th Meeting for Reporting Safety Research on FBR and ATR was held at the exhibition hall (TECHNO O-ARAI) in OEC on the 15th of December in 1999. The reports of each subject in FY1996-1998 were presented before discussion at this meeting. The 11 subjects had been selected from the subjects (34 in total) on power reactor in fast breeder reactor, earthquake-proof and probabilistic safety assessment according to the decisions of sub-meetings in Sectional Meeting of Safety Research. This meeting was open to the public, and large attendance outside of JNC was invited for the purpose of getting some advice from related specialists. This report contains presentation papers, questions and answers, list of attendance, etc. Refer to the JNC open report for detailed results of safety research in FY1996-1998.

J.H.Bottcher started his intemational Fellow position at PNC on March 25, 1996.During his 15 months in PNC he worked in the Irradiation Section of the Experimental Reactor Division. There he worked on conceptual design reviews and related the US irradiations methodology to the members. His work extended to other Divisions at OEC and Tokai Works, mainly related to fuel development and irradiation performance. In these efforts he published two papers, wrote a desip review document, and presented six lectures on irradiated fuels and materials. In addition he participated in coordinating a new four year PNC/DOE collaborative program on irradiated steels characterization.

In designing the shield plug of LMFBR, it is important to evaluate the thermal response between the cover gas thermal-hydraulics and the temperature fields of the shield plug at the same time. Based on the experiments which were performed by OEC, the natural convection and the thermal radiation in the cover gas layer were calculated with the structure simulating the shield plug in a detail two-dimensional model. The calculations were carried out for 8 kinds of experimental RUNs using a FLUSH code. The main results were as follows: (1)For these 8 kinds of experimental RUNs, the velocity and the temperature distributions in the cover gas layer were presented. The radial and axial temperature distributions in the rotating plug were also presented, which were difficult to measure by the experiments. (2)The boundary surface temperature between the cover gas layer and the rotating plug had the same tendencies and the calculated average temperatures on the boundary surface had good agreements with the experimental data. The average relative deviations from experimental values were less than 1.3%. (3)The natural convection of the cover gas enhanced the temperature distributions in the structure. The effects of thermal radiation on the heat transfer was relatively small and it can be neglected when the temperature of the heated aluminum disk is less than 400C.

A test CW electron linac is designed to develop a high power accelerator to treat waste radioactive material. The linac is to be operated at the room temperature and is energized by two 1.2MW CW L-band klystrons to produce an electron beam with the energy of 10MeV and current of 100mA. The average beam power is 200KW-1MW for the duty factor 20%-100%. In designing such high power electron linear accelerator, an accelerating section having a traveling wave resonant ring is adopted. By adopting such type of acceleration section, it became possible to choose very short length of the accelerator sections to elevate the threshold current of beam break-up (BBU) keeping the high accelerator efficiency. In designing the linac with the traveling wave resonant ring, some special considerations and calculations are introduced. The variational method is used to calculate the sizes and parameters of the disk-loaded accelerator structure. There is the discrepancy of the order of a few hundredth of one percent between the calculated frequency and the experimental one. A kind of internal cooling water structure is adopted to disperse the generated heat by RF efficiently. Currently, its components development is in progress at OEC.
